plus against metros considering that half of your shots won't hit units, and the ones that do the defenders will get anywhere from a 100 to 185% bonus (metro defence, civil defense, fortify, grassland bonus) you aren't going to be damaging mech infantry any time soon

Any Jeff Atari's comment about how C3C approaches this bombardament issue ?

I suppose nothing has changed but I also hope that the editor allows slight modifications about that.

I take it that you have never seen a cruise missle loaded with clusterbombs. It can leave an area of 500 X 500 yards in complete devastation. Cruise Missles are bloody leathal whether targeted on a building, airfield, or unit.
