I don't think that this was intended...
However you can fortify settlers in a City by selecting this option in the city screen!

Perhaps you can justify this in the readme by giving some reason, well it's beeter than nothing

That's it! I could say that the units are unable to fortify in the field, but they can inside a city by doing it manually. Thanks a lot.

Yet Another Question
I worked out a supply system that is partly based on Nemo's supply system in SF. The problem is that by turning all the infantry units into settlers, I render them unable to fortify. (Yes, I'd like to keep the build city option, it give you the choice of losing a unit to form a new city)

So is there anyway to make units with the settle role to fortify instead of building fortifications?
