That's true about the bombard abilities, but why are they getting into the red in the first place? Unless you are stacking them so that the strongest will always defend the weaker ones your ships are always in danger of being sunk with low hp.

However, something like Guantanamo Bay in Cuba or Wheelus AFB in Libya would be an oddity (a foreign base in hostile territory). We still have Gitmo but Wheelus was forced to close @1969 after Col Q's coup.

Well, one ship at 4/4 and 9 at 1/4 is not very realistic but 3-4 in the green and 6-7 at red/yellow is commonplace in my games.

But if the deal worked like any other it would automatically end upon a declaration of war then you would never have a problem with a base in "enemy" territory it would revert back to the owners use and your forces would be automatically bounced back to the closest neutral ground. If you decided to the country from one of their own bases however the resultant flip would destroy your forces (call it the obvious and overwhelming response you would expect from the local army, militia police and population).
And if relations were tense between your two nations then the base is going to cause a major thorn in the side and possibly a catalyst for war. (think Britain in china). This just adds to the realism of international alliances/ relations.
