Well, after trying out Feudalism as a communal government it actually seemed to work out pretty well. Granted, it was just a rough initial test but the AI did periodically switch to the government and didn't stay in it indefinitely. Before exploring this some more, I was hoping that somebody could tell me the specifics on how communal corruption is calculated. Does anybody know a formula or where to point me to get such information?
