What are the exact differences with difficulty levels
in CIV 2?? especially with Diety

Well, some differences (writing out of memory...)

1) The number of turns of the game: The higher the lever, the shorter the game.

2) The AI's behaviour: In higher leves (Deity and Emperor) the AI's behaviour is more intelligent that in lower leves, for instance, in higher leves the AI uses the diplos to bribe cities; in lower leves, it's much more difficult.

3) The cost of units, improvements for the AI is lower for higher leves.

4) The first "unhappy" citizien is the second for Deity Level, the third for Emperor level and so on. So, in higher leves you get unhappy citiziens sooner...

I don't think the AI really gets that much smarter at high levels, it just cheats more.

Well, yes, smater is not the word, but in higher leves AI uses some tactics that aren't used in lower leves (like bribing cities)
