Barricades...?
I don't know how much of the way barricades work is hard-coded, but is there any chance that they will be able to be made useful in the AU mod? Some thoughts

Civ-2 style ZOC
Civ-3 style ZOC but all units in the barricade get it, so walking a unit past a guarded barricade you will likely take a hit
It takes all a unit's movement points to enter any square next to a barricade (unless ROP) so fast units can't rush past a barricade (which is how a lot of people thought they *did* work until they tried them and found they were useless)

It may be too much however to have them obstruct movement around them *and* give the extra 50%...?

Civ2-style ZOC is impossible in Civ3, unfortunately

The other one's I'm pretty sure are impossible too.
