Road/rail to captured cities
In my current game I attacked the Persians and took several of their
cities.
Once I capture a city I usually send the workers in and put rail up to
it and then send in the garrison to quell the resistance.

I noticed that the rail doesn't go right to the city, only to the edge?
i.e. zero movement over rail and then 1/3 move INTO the city.

Once I made my next discovery the rail connections were completed right into the city.

I can't remember this happening in PTW? Anyone?
