AI Survival Strategy?
In the past couple of C3C games I’ve noted an increased incidence of AI civs on the verge of destruction taking a settler and running for its life. In the Vanilla and PtW I’ve always had to hunt down the one off settler that was on the high seas or wandering about, but this seems to happening more. I’ve also noted more settlers hiding out in cities I take, far past the point where there is extra land to settle.

Is this a coincidence in my games, inflexible AI build order (over building number of setts), or an AI survival strategy? I’m farily certain “Respawn AI” has nothing to do with it, as that function, as far as I’ve seen it work, magically places a city of a recently destroyed AI somewhere else on the map.

Not sure why this happens, but it does. I play with respawn not allowed.
