Markus - Right or wrong, I play a production development game, and I think it pays off especially in the later part. Everything about advanced production (hydro plants, manufacturing plants, etc) is a percentage gain based on factories. Hoover's does nothing for you if you haven't the factories to base the bonus on.

Or am I misunderstanding it? Doesn't there have to be a base on which to gain the 50% increase in productivity? If I'm wasting my time at part of this, I sure want to know about it.

Now, that doesn't mean that I'm saying production is the only way to go. But it's what *I* know about a part of the game, and I will use what I can. I *do* know that, in the games I've played that go beyond Hoover's, I tend to improve my position rapidly, so the idea certainly has some benefits.
