Railroads

I'm new here, so please don't kill me if this topic has already been done.
Anyway, one of the worst things you can do to your enemies is giving them railroad tech.
about 10 turns before you attack, you make somehow give your victim railroad (or one of his allies), continue to build up your army and then attack. by that time, your suicidal enemy has interconnected all his cities with railroads and you can walk through most of their empire in 1 turn.
