Red squares won't go away...

Howdy all...

I've found that sometimes I get these red square type things around my cities. The ones that pop up when the biuld cue is empty. Sometimes it's just the build cue, others happiness, but that's all I can come up with, and often the red square remains for a while.

Any ideas why, or what I could/should do to get rid of it???
