How do I play with random empires?

I can't figure out how to start the game with empires different than english, american, german, scotish, irish, and so on. Can anyone help? Please, my time wasting time is a wasting.

In userprofile.txt set NonRandomCivs=No and run the game in Medium or higher diff. level.
