I have had the same problem too.

The designer tips sections says you need a sixty percent coverage, although phoenixcager's other link comes up as a file not found error (Feb 2, 2001).

I'm a bit annoyed that the manual does not appear to contain the 60% figure (unless I've missed it somewhere), as I've just thrown away an entire game trying to get my science victory, only to run out of time 47% coverage.

Ah well, have to try again...

There's a "manual"? That faq page that activision isn't worth the paper it's printed on.

Hi,
open the Gaia controler window, there it is stated how many Gaia Cores and Gaia Satellites are needed. You never need more cores than the minimum but the satellites can be doubled, each extra satellite gives a small increase of the coverage of each obelisk.

Build obelisks until you cover 60% of the map (including everyhting like water and swamps). If your territory is suspected to be less than 60% you need to expand or ally with another AI since you van build obelisks on allied territory.

Well yeah I have researched every advance, covered the planet with 60% worth of obilisks and built alot and I mean alot of Gai Controllers along with alot of Gai satilites. I went to the controler window and clicked on the start up sequence and waited my ten turns and nothing happened. I keep turning the years by but the controller still says "Star Up Sequence in 0 turns" Grrrrrrrrrr...oh well I hear the distant call of Simcity 3000 unlimited calling me back. I think I am going to try out Civ III when it comes out, sounds preety cool.
