has anyone else noticed this? I dont believe activision would have let this slide. But did they actually Make The people who designed it play the game ? Surely they would have noticed this and the Hotseat bug.

Hotseat is not supported and thus any bugs you may find with it are not the fault of Activision because they decided not to implement it. Not implementing it is an overall crappy bug but that's their decision.

that bug has been mentioned many times along with that if you sell something to the AI, you wont get the gold.

Along similar lines, I finally got fed up with proposals for exchanging maps being rejected. Try this:

1) Hey computer civ, let's exchange maps...
RESPONSE - REJECTED

2) Hey computer civ, please give me your map...
RESPONSE - COUNTER PROPOSAL LET'S EXCHANGE MAPS

This seems to work all the time. The AI seems to think that if it can negotiate an exchange, then it'll do it, where if you offer the exchange in the first place, it automatically refuses. Bizzare!
