Using Maps Ingames

I need to know how do I use the "Gigantic World Map". I start out the game and go to cheat mode, open the map and all my civilizations die. Including mine. When I try to start them in spots with a settler, the settler just continuously goes around the map and never settles. What am I doing wrong? Is there a way to fix this. Also, is there a website that I could see to help me out with building senerios?

Which gigantic world map are you talking about? Palpatine's? If so then you shouldn't have to enter the editor since it starts like a scenario.
