my experience has been that you only see units on Chieftain level.The dip or spy doesn't matter.

Have you moved up from cheiftain recently?

Advanced Embassies
When I open embassies with spies, I get the number of units as well as the other intelligence.

When I use dips, I don't get # of units. Is there any way to upgrade the embassy?
