No building cities on mountains in Civ III: OFFICIAL

A crazy decision.. Although I dont build many citys in Mountains due to there lack of growtrh, i do like to build some small ones there.. You have to rember the scale of the game to reailse a city on a mountain is actually only a city in a moutanious area , not necessarily onm the peak ....

The only time I'd build cities on mountains is.... strategic positions or for gold/iron.... that makes up maybe 10 - 20 % of my cities....
