I'd allow it because it takes judgement to use.

On a related note I put no stock whatsoever in the argument that the feature should be allowed because the designers 'intended' it, due to the fact that the option is stopped on chieftain. That seems like bad logic to me.

Put me down for saying it should be allowed. It requires a little luck or tradeoffs to make it work. The whole game is tradeoffs and a little luck.
