More than 8 players?

I saw in a thread that Dan said somewhere that you can edit the game to have up to 16 players but it distorts the adviser screens. Does anyone have more info on this, like how many max can you go to (like 32 in CTP)? And can we change flags etc like in Civ 2?

I don't think you can even store the template for more than 16 civs at once, so I'd say that 16 is the maximum possible...
