I notice you asked the same question in the 'general forum' a couple of days ago, and was hoping someone else would answer, as I'm not 100% sure on the details... My understanding it is that it was an 'early version' move to ensure that WW2 scenarios acted properly - for instance, that the Germans and the English did not make an alliance after three turns. It should typically be avoided for general scenario creation (and certaily not anything that is not a WW1 or WW2 scenario variant) and 'later version' tools such as those embedded in Fantastic Worlds can account for the impact intended for this particular toggle.

Someone who really knows may want to clarify - or confirm this

It's an AI code that regulates diplomacy (somewhat), tells the Germans where to send submarines, and basically makes the AI smarter in the ww2.scn included with the Original 4 titles of Civ2.
