Umm.. one question
Can a small civilization demand tribute from a large empire and get it (in CIV2)? Have you ever done it?

It is like the small Germany bullying Russia in WW2.

... well... I've never tried just not to upset bigger civs...but looking at the past:
England --> India
Spain --> Centre/South America
Belgium ---> Congo
France ---> Northern Africa
Vatican City ---> several countries
I guess you can try!!

Sure, tho you will often be ignored. Sometimes they will cough up some gold - Asking to trade tech will sometimes get you a gift if you are really in a sad state of affairs...

That's the way you get cash in an OCC game(ask gift from allies)

BTW:Belgium->Congo??(yeah right,in the beginning it was private-territory from King Leopold(not Belgium) and afterward we put a lot of money in that country,when it became independent=>ergo:first it was a colonie & private property and when it became independent cashflow went that way)

it might work in FW, but in MGE, the AI is so much more hostile

it was cool when prussia picked on poland back in 1795...
more:
-it was belgium->zaire
-germany->taganyika
-portugal->brazil

yeah, i have MGE. i tried it when i was the indians on my last game at king level, had 5 cities right next to the warmongering persians. i demanded tribute, they declared war, and i wiped them out .

the ai is very hostile. in MGE i play as an " 'espionagic' fundamentalist". I squeezed 20 spies a turn after conquering the persians.

It is possible, especially if they are war with another Civ and don't want to have two many enemy's

The calculation as to whether or not the more powerful AI will pay includes other war conditions, relative military power (number of units, apparently), relative treasuries, and the player's reputation. If yes, even or in your favor, theirs is greater, and you are spotless/excellent, respectively, you might actually get money. However, it isn't likely and may precipitate a war. Making the AI declare war maintains your reputation -- which matters in 2.42 until you become supreme. I often get a dithering "we will withdraw our troops" kind of response in these situations, even when there are no troops in my territory. Remember, when the AI is a lot larger in number of cities, to go after their capitol. If another AI civ is gone, you'll have a good chance at splitting their civ.
