If what you mean is can you buy resources from other Civs, I think you can buy them using options in the diplomacy screen.

Probably, though it seems that they can cut the deal without any penalties after 20 turns.

The AI probably wont agree to it unless its getting something each turn for its trouble (of lending you its resources)

Nah, if the AI is smart, then it will accept a lump sum that would be worth more than 20 turns * whatever it is willing to accept per turn. Then it will cut the deal after 20 turns.
Of course, that's only if the AI is smart...

Hopefully the thing in the Korean preview about the French totally scwering you over isn't bad AI. Or else trading could be very wierd.
