I voted rush. the gameplay is polished though, and no major problems for me. the aspect that seems rushed is the editor and map making features.

I believe any game that puts a release deadline ahead of ensuring that all the features are in, tested and balanced is rushed. That is why Blizzard have my admiration. I recogise though that this is not always a practical approach when share value and profit is at stake. Some people can even get infuriated with the ever-slipping release dates for games that seem to take forever

If Firaxis make good their aspirations to fix the current problems and turn the game into a post-patch thing of beauty then I will be only to happy to praise them retrospectively. In the mean time, fix it
