create a scenario map
1. Does anybody know wish program is the best in the creation of a civ2 scenario?
2. Is there anything avalible that creates scenarios to ToT from scrath?

Wow, Civ2 scenario creation is at the zenith of its power and such questions are seen again and again...

The best program to create a scenario is the game itself! It has all scenario building options already built in. I suggest that you consult SLeague (http://sleague.apolyton.net) and the numerous guides available around the net (there are many of them here at Apolyton).

A graphics editor such as Paint Shop Pro or Adobe Photoshop and a simple text editor like Notepad are also helpful. You need a graphics editor to make really good graphics. You need a text editor to edit some of the files the in-game editors don't allow you to edit.

1. The game handles victory conditions, city, placement, etc. via the Cheat Menu.

2. The rest of the editing should be done using Notepad and a GIF editor such as Paintshop Pro.

On your point (2.), I am working on a guide to do exactly that. I hope to have it finished in the next couple of weeks. In the meantime, as Stefan has already indicated, the Scenario League's Design Tips are has quite a few pointers on ToT scenario development to compliment the (traditional) Civ2 range - sleague.apolyton.net/Guides/tips_main.shtml

If you want, there are many other programs ( not fo ToT, sadly )allowing you to change Civ 2 portraits and pictures ( GifX ), creating map from BMPs ( BMPtoMP ), and so on... if you want them, my e-mail is here.
