resources...

has anyone noticed how strategic resources never appear within their boudaries? or is it just me? 3rd game i've played since wed, and in none of them i've had coal, oil or saltpetter (or however u spell it :\) appear inside my civ's borders. now is that just a very annoying coincidence, or are all the resource areas "preset" at the start of the map - and i am in the wrong place?

This is part of the challenge of the game. If you don't have the resources you need inside your borders, you need to either trade with someone else or go out and find more.
