Help! How to play 16 civs??
I have tried everything and can't get it to play more than 8 civs... where on here do you select this??? Is there something wrong with my copy? It only gives me the option to pick 8, like below. Can someone help me figure out why it's doing this? Thanks.

It depends on the map size.

Huge map: 16 civs
Large: 12 civs
Standard: 8 civs
Small: 6 civs
Tiny: 4 civs

Yep, that was the problem; you were right Asher, thank you. I still want to play with 16 civs but on a smaller map. In the large maps, corruption just renders the game unplayable and unenjoyble. I tried huge map a 2nd time, this time razing enemy cities instead of taking them over. This just made more prime real estate for the super-expansion AIs.

Ugh. Wipe their cities out and they just grow back like mushrooms. Take them over, and corruption destroys your empire.

You need to go to editor and create scenario. Than change the number of civs for standart map ("World size page"). When you start the game with this scenario you will be able to play with 16 civs on standart map.
