Reign of Terror: solution for corruption
I was thinking that Firaxis could implement a means of dealing with corruption in the game that allowed undemocratic (that includes Republic) governments to implement a Reign of Terror on cities where corruption was rampant. This would involve torturing the corrupt, and stringing up repeat offenders in the streets, with their mouths stuffed full of the money they had been stealing, to act as a warning to others. This Reign of Terror would reduce corruption by 80% for ten turns, but would take one from the population of the city and make two people unhappy.

During this time you could build courthouses (that actually work) to fix the corruption.
