Cities that will grow in 9999 turns
Anybody else gotten this? You have a size 6 city. It won't grow in zero turns; it will grow in 9999 turns. At first, I thought this was a natural condition following upon the lack of an aquaduct, but then I realized that some cities, under identical conditions, kept growing to size 10 or greater.

Cities don't need an aqueduct to grow if they are by a river...that is probably why your other cities were growing, but this one wasn't.

Watch the bigger cities when they get to size 12. If you don't build a hospital they should show the same 9999 as well.
