Population limited to 12?!?
Is a player required to research the entire Middle Ages to get to Medicine/Sanitation in the Industrial Age? I've got two cities capped at 12 and I'm barely in the Middle Ages. Is there any other way to grow the city??

city size
Until you research sanitation there is no way you can grow a city larger than 12....
this means you either use this city to create settlers; or to create taxmen until you can get sanitation....

you don't have to research the entire middle ages to reach the industrial age.. at least I don't think so, I don't have the chart in front of me. If growing past 12 is a big concern, then you have to shoot straight for hospitals.

You have to research all the REQUIRED techs to get past the Middle Ages. Look in the manual for all the optional ones you can skip. Build workers in your 12 capped cities. Use them to boost the pop of your non 12 capped cities. Use them to irrigate/mine/road build, etc. Build and maintain as many as you can. When you do get medicine/sanitation, pop the unneeded workers back into your cities for an instant population boom.
