Embassies?
Alright this is getting annoying I am trying to get an embassy with a few civilizations and apparently it just isn't working. The civilopdeia says I have to double click on the capital city to make an embassy with it. However if I do that nothing happens so I am wondering if I have to have a unit right next to it....which means I have to build a worker to go there unless I get a right of passage treaty which are ludicrously expensive. However I don't think I should have to be near it because when I first got writing it asked if I wanted an embassy with the civs I have met and I didn't have the money at the time to set up those embassies but I want one now so I am wondering if it is possible to set them up somehow?
