Diplomatic Penalties
I'm curious about the various diplomatic penalties for engaging in war. Is violating "peace," ie starting a war for no especially good reason considered a treaty-violation which other civs will remember? Also, does starting a war by moving 1 square into enemy territory give a bigger penalty, if any, than declaring war and then invading afterwards?

The English need "eliminating," but they won't declare war no matter how obnoxious I make myself. I tried about 50 huge border violations, making a few insulting and threatening demands every turn, but she seems to just bottom out at furious and decline me a war. I suppose that's much better for the AI.
