Bugs
Aside from the obvious issues, has anyone else noticed that the Americans are unable to build jet fighters after the advent of rocketry, and the Germans are unable to build railroads after the discovery of steam power?
The first one I can almost live with, as the Americans UU is the F-15, but not being able to build railroads, absolutely renders the game unplayable. A game that I've already vested numorous hours in.
I like the game, but it's obvious firaxis really, really, really rushed this game.

Just curious: Did the empires in question have the appropriate strategic resoures on hand? Railroads require Coal and Jets need Aluminum (I think).

Are you sure this is the case with the Germans? No one else has reported it. I think it is far more likely that you do not have access to coal or iron which gives you access to railroad construction...and the probable reason why the Americans can't build F-15s when you have played them is because you don't have access to any aluminium. You need the resources to build/perform these, so I think you are jumping to the wrong conclusion...I am sure I have seen the Germans build RR....

Go get some coal
Coal is required to build rail lines.
MOST (but not all) "bugs" are user error/ignorance. Even in games.

I think you're correct regarding railroads...oversight on my part (which I'm glad to find out).
As far as the Americans are concerned, I -can- build the UU (F-15), but I -can't- build fighters after discovering rocketry. Firaxis has contacted me, and advised that they are adressing this as a bug.

That is because the F-15 replaces fighters. If you were the Greeks, you wouldn't be able to build Spearmen, because they are replaced by Hoplites. If you were the Persians, you couldn't build Swordsmen because they are replaced by Immortals.

Incorrect. The F-15 replaces Jet Fighters, not Fighters.
