Now I know why I like civ3 diplomacy that much !
I suddenly realised why civ3 diplomacy with the AI is that much better then it was in civ2 / SMAC / civ1 / whatever.

In the 'old' games the AI depends it's attitude to you in negotiations on your civilizations strength. Mostly it's the stronger the more they hate you.

The fact that 'power' isn't that important in civ3 diplomacy, but more 'culture' gives a better environment to negotiate. That makes sence.

The Americans and the Russians were both very powerfull during the cold war. but some countries liked Russia more, and others like America more.

It would be cool if any expansion to civ3 or civ4 would come with governamental values for respect. Communistic civs will respect each other more, and democratic ones will be more close to each others as well.

your last point is a nice idea, but wouldn't really change anything in civ3, because all govs end up as democratic anyway
