How do you use a leader to finish a wonder?

I have a great leader and want to finish a wonder, but I cant seem to get to do it. Is there a limit on how much of the wonder has to be done before you can use a great leader to finish it?

send him to the city.Activate him.On the screen,one of the buttons is rush improvement.Hit that one.Done.
