my idea for how city reversion should work
Ok. Here's my idea for how conquered city reversion should work. Bear with me.

When a city is conquered, use the standard method for deciding if it's going to try to revolt.

Each revolting citizen (I've seen the number vary by reloading game) is given an 'attack' and 'defence' power based on tech level, city size, and possibly presence of a barracks. Or maybe a new building, 'civil milita headquarters' or whatever.

Then, every round, a combat takes place between the revolting citizens and the occupying army. A win for a citizen removes an army unit, and a win for an army unit quells the citizen.

This makes city revolts more realistic, you don't lose 12 elite calvary and an Army with three on a roll of the dice, and you can have cities stay in open revolt for quite a while.

It also means that moving in lots of occupying forces might actually do something more than risk losing them. Also gives you an incentive to use modern units.

Just an idea.

And I still think that MP pacts shouldn't be manditory. :-)
