2 questions (for test of time)
1) Can land units act as transports
2) Can land units act as carriers?
3) Can "gateways" (to the other maps) be built in ocean sqaures?

No

Yes and no. Air units can use land units with can carry air units for refuelling, but they can't get transported by these land units(the air units will not follow the land unit when it is moved).

No and yes. You can't make a unit that can build 'gateways' on ocean squares and neither can you manually place 'gateways' on ocean square.
BUT...you can make a 'gateway' on a landsquare and then turn the land into sea after placing a 'gateway' on it. The 'gateway' will still be there and can be used by the appropriate units (land+air if the destination is land or sea+air if the destination is sea)
I have yet to see the AI pillage gateways like these and even though it is not possible to entirely prevent humans from doing it, I still suggest that you leave the pillage entry for teleporters in GAME.TXT blank and add another terrain improvement that the player would want to keep (ie. an 'airbase'), which then has to be pillaged first - to discourage any human player destroying the non-rebuildable 'gateway'.

EDIT: btw that was 3 questions

Glad to hear you're building a Babylon 5 Mod/Scenario. I've been waiting for one for such a long time. About the problem: Couldn't you have the sea units teleport under their own power? This might solve the problem for capital ships, but for smaller vessels, I don't know how you could build jumpgates on water. BTW are you using your own units or others on the internet? I can't wait for it to come out!

I have decided that the fighters will be air units, but they too could be sea units with a range, I will think about it.
I have a legal 3D rendering program to I will be rendering all of the units. I have a screen shot at http://spiffsoftware.virtualave.net/...creensgot2.jpg there is still a lot of work needed, a lot of work.
