Truth in Advertising?
Since I wasn't able to post this in the toped thread.

From the Civ3 box:

Actually the editor lets you do those things; it just doesn't let you make scenarios.

Not necessarily. The editing tools allow you to tweak the game if you don't like the default parameters.

Obviously it isn't a full-fledged scenario editor but it isn't useless either.

My main point is that it doesn't contradict the sentence from the box. That's not to say that a complete editor wouldn't have been nice.
