Budget Deficits
I think if we go in the negative and we have 0 in the bank, the game starts selling off your city improvements ot pay off the expenses.

Is this true? A neighboring Civ seems to be out of cash every time. I'd give them 100 gold to smooth our diplomacy and it'd be gone the next time or down to 1/4 of what I gave him. He also happens to have a rather large military force. And it does look like he's losing money each turn. My question is, how sustainable is this? what happens if you run out of improvements to sell?

disband your units? change the sliders to 100% tax?
