Precision strikes
Just a point about precision strikes.

Precision strikes, according to the manual, allow you to target only the city's infrastructure while leaving enemy units unscathed. Isn't that a bit odd?

In real life precision strikes are usually used, or said to be used, to do the exact opposite; i.e. to hit military units but avoid civilian casualties and infrastructure. Isn't that supposed to be the great advantage of 'smart bombs'? (e.g. the Gulf War, Kosovo, and now the little difficulty in Afghanistan).

Why has Civ3 completely reversed the purpose of precision strikes?
