Are Scientist Broken

Can anybody verify that science specialist actually work.

The reason I ask is I went two change two of my tax men in my science city (SETI, Copernicus) to scientist. Go back to main advisor screen (F1).

Sure enough the amount of money from taxman has decreased from +5 to +3 but the amount of science remained the same 586. Try creating a bunch more scientist nothing changed the number.

I even tried changing the science slider to see if having more scientist would change the # turns tell my next advancement, and it didn't seem to have any effect.

Scientist are generally the better specialist cause they produce 1 raw beaker modified by improvements (library etc.) where as tax man only produce +1 no matter what.

As a side note, I am really curious why Firaxis made specialist so comparatively worthless (in SMAC they were some cool specialist) and even Civ1,2 a specialist produced +2 multiply by improvements.
