Gov switching......police station???
Couple of questions....

Why is it that when I switch govs in non religious civ that anarchy lasts for different periods of time? I've had 1 turn of anarchy, 5 turns but most of the time its 7 turns. Is there an explanation or is it just random?

Why would you build a police station if you built the universal sufferage?

Turns of anarchy is not fully analyzed by anyone yet.

The police station acts on the city population in addition to the national affect of Universal Suffrage as related to war weariness. At least. that's the theory. Note, if you are in Communism, in war, and will be there a while, it appears that police stations are worthless to you in the current version.
