Arms Race.
If two civ's that are known to each other start seriously biasing their research into the same field (military, trade, pure science ....) than a state of tech race is declared. Not only would this allow for arms races but other kinds of races as well (economics race??).

Whoever wins the race (by getting a certain amount of tech's in front) than that civ gets a certain amount of prestige when in diplomatic realtions.

What do people think?

I don't know about prestige from such races, but I do think that you should be able to sell weapons to other countries, after all, it is one of the principle causes of war in post WWII history. But in order for the cold war to be reproduced, I think that you should be able to provoke revolutions or at least encourage them in other countries by providing guerillas or revolutionnary corps with weapons. This would allow for civs to like you even more without having to give them technologies of money...

IMHO prestige is better linked to Wonder achievement, because:
a) the tech race is a common state on balanced Civ
b) winning any tech race is an advantage by itself.
c) I can't remember of real "prestige" effect of any development, if not by side effects: better weapons=less likely to be attacked, better resources=more trade income and more production, better production=better city development, better research=better ...
Ok, you get it

We are in search of a way to keep the game balanced (i mean open to any winner) as long as possible, where too much advantage for a tech winner will quickly "opens the scissor" between nations too much.
