Picking Unit Skills
Just a small idea - Don't know if its been discussed before
It would make scenerios so much easier to control if you could pick specific skills that a unit can have
For instance, in the WW2 scenerio that comes with Civ2, after playing for a while each civ starts building a load of new cities, totally changing what the scenerio is all about
To stop this, you would have to remove settlers from the scenerio but that would stop any sort of terrain improvement.
It would be nice if you could pick skills like Settlers who cant found cities but CAN improve terrain

I think this ties in with the Unit workshop. I'd check that thread out and add your idea. You'd be supporting the Unit Workshop idea I guess.
