add the line KeepRes=1 to the civilization3.ini, and your current screen size will be kept.
if you're asking can you play the game at a resolution less than 1024*768, then the answer is no (too bad, my laptop has an 800*600 TFT).

so there is no in-game menu to change the res. to like 1600x1200?
