Forest and Railroad
Railroad on forest tile has no effect. Your Food-Shield is 1-2. If you chop down the tree and build mine (3 turns for industrial worker with replacable parts under democracy), you will gain for sure:

plain: 1/3
grassland: 2/2
grassland + shield: 2/3

forest bring no benefit at all. I think this is a bad game design. There should be sth. special about forest. How about lowering pollution in the nearby city?

Lowering the pollution is a good idea and one that I thought would have been a no brainer.

As it stands now the only good thing about forests is they are a nice tile to attack a city from. Albiet not as nice as a mountain or even some hills!

That said I do however plant trees on tundra tiles because at least I get some decent production out of thoes pesky white squares.
