Bug; NO gem anywhere
I have just finished an emperor game. Not a single gem any where in the whole world.

Anyone has the similar problem?

I just finished a game without any gems. It may be that they are randomly generated and in our games the numbers just didn't come up. Although this could be a bug.

This is not a bug. It's how resources work. While strategic resources (oil, coal, iron, etc.) ALWAYS exist in at least one square per civilization in the game, possibly more, luxury resources (gems, silks, etc.) could possibly not exist at all in any given game, and NEVER in more squares than there are civs.

i.e. In a 16 civ game, there will be at least 16 instances of iron, with no upper limit. However, there can be anywhere from zero up to 16 gems in that same game.
