Other civ's government?
One thing I miss from Civ 2 is the intelligence screen with all the facts about the civs.

How do you see what government another civ has got? In Civ 2 you could tell from the foreign advisor screen.

When I was under Democracy, I hopelessly tried to provoke the English to declare war, believing they were a Monarchy, since Liz's title was Queen.

I don't know if it's located anywhere else, but if you select a civ's army to view on the Military Advisor screen it will tell you that civ's government in the title. This works regardless of whether or not you have a spy, but I do think you have to have an embassy for it to work. (Correct me if I'm wrong.)
