Elite Units to Leaders

This is a general question to all of you CIV III pros.

Does anyone know what the formula/strategy is for getting an elite unit upgraded to a leader? I know "garden variety" way, which is fighting battle after battle until the computer finally decides that your elite unit is "Leader" quality, but I've been having the most difficult time getting this done.

Normally, I can only produce one or two Leaders within the first 1500 years!!!

Does someone have a tried and proven methodology that has worked for them?

One or two leaders in the early wars sounds like you're doing well. The only tips I have is take militaristic and build the heroic epic.
