Warning: Bug with 16 civs on standard map
I noticed this bug a few weeks ago, but just got around to testing/confirming it.

If you use the editor and modify the rules so that you can play 16 civs on a standard size map, then you are mostly likely not going to have all 8 luxuries appear on the map.

Just got done testing this a few dozen times. On a standard map with 70% water you will USUALLY end up with only 6 or 7 of the 8 possible luxuries appearing on the map (occasionally all 8 showed up, however one or two of these only had 1-2 occurances). Decreasing water coverage to 60% increased the odds with 7-8 of the luxuries showing up. Increasing water coverage worsened the problem.

Not sure what's going on, maybe by adding the other eight civs the increased number of luxuries in the types that do appear 'bump off' some of the others. (Typically, although this may be a random effect, it seems that gems where the ones most likely to be missing)

Can anyone else confirm this or find if occurs on other map sizes?
