Production
I think that the production system have to change.The city radius should be removed and let each civilization make use of the places it discovers.This is where the border's system is called to play significant role.It should be also production bonuses, depend on the distance of the place from one city.Each city should play the role of the .Also the game must allow each civilization to trasfer it's production from one city to another.Of course there would be some parameters(distance,goverment,technology etc).This idea can be used in other parts of the game such as trade units.This idea can also be combined with other ideas that have been mentioned(villages,colonization).

I think this has been discussed before - but frankly, I think that though the idea makes gameplay more realistic for sure, it's unecessary.
